economist Glenn Purves as deputy minister of international trade, a job that will give him responsibility for helping the country boost its exports to non-U.S. markets.

Purves has been global head of macro research for the BlackRock Investment Institute in New York since January 2025. He’d previously worked in Canada’s government for about 12 years, most recently as an assistant deputy minister with the Department of Finance. He also had a stint at the International Monetary Fund.

Carney, a former central banker who worked at

Goldman Sachs Group Inc.

earlier in his career, has appointed several people with private-sector finance experience to key government roles, including

Royal Bank of Canada

’s Doug Guzman to head a new defence investment agency.

The prime minister also named Rob Stewart as deputy minister responsible to lead the creation of a new agency to fight financial crime. He’s currently the deputy minister of international trade.

Kevin Brosseau, who was appointed to lead efforts to combat the fentanyl trade, was given an additional role as senior associate deputy minister of national defence.

The appointments, along with other ministerial changes announced Wednesday, take effect in the coming weeks, the prime minister’s office said.
